You probably need to download the catalogue that the outfit is in. The catalogues are free on PSN.

I already have DW8, I think i'm more likely to get the Vita or PS4 complete versions then the expansion on PS3.

I think this will be similar to DW6 which didn't get an EU relese on PS2 but did get the PS3 release. We'll likely get the PS4 version but not the PS3 version.

When you purcase DLC you need to buy it from the store of the same reason. This is the problem you are having you'll need to purchase the DLC from the US PSN store.
